ANNEX 1 - MANDATORY CONDITIONS
1. No supply of alcohol may be made under the premises licence:
·
at a time when there is no designated premises supervisor in respect of the premises licence, or
·
at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
2. Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence. (Section 19, Licensing Act 2003).
3. Where this licence authorises the exhibition of films the admission of children must be restricted in accordance with the British Board of Film Classification.
4. Where this licence includes a condition that at specified times one or more individuals must be at the premises to carry out a security activity, these individuals must be licensed by the Security Authority (Section 21, Licensing Act 2003).

ANNEX 2 - LICENSING OBJECTIVES
General Licensing Objectives
Medstead Village Hall have consistently run licensed events over many years without trouble occurring in or around the hall. However, over the last 12 months, we have taken steps to introduce a clear set of terms and conditions which require signing by the individual hiring the hall. These terms and conditions include measures to support the
licensing objectives.
Prevention of Crime and Disorder Objective
In addition to the general terms and conditions we are producing a specific set of guidelines for those individuals hiring the hall with a licence to sell alcohol. These conditions must be read by the hirer, and signed. They will address all areas taken into account to support this legislation. We will also clearly show signage with the hall
stating that anyone who looks under 21 may be required to produce identification or service will be refused.
Public Safety Objective
All fire regulations and public safety requirements will be met. We have introduced a light on the outside of the premises to ensure public safety as people exit in the dark. Have included expectations re: behaviour inside and outside hall in the hall terms and conditions.
Prevention of Public Nuisance Objective
Areas within the terms and conditions for the hall which clearly detail areas of potential public nuisance e.g. no use of the bottle after 9pm and prior to 8am. We also carefully vet those wishing to hire the hall preferring only those within the village or known to residents of the village.
Protection of Children form Harm Objective
Medstead Village Hall have prepared a child protection policy. The management committee will be trained on the Policy, all hall hirers where children are involved will be given and made aware of the policy. The policy statement and aims will be clearly displayed within the hall.
